Following an update earlier this year about Vanguard’s investment advisory structure, Glenn Booraem and Carolyn Cross will each lead a separate investment stewardship team aligned to one of Vanguard’s two new investment advisors beginning in 2026.
Booraem, a longtime corporate governance leader who has played a key role with Vanguard’s stewardship function for two decades, will lead Vanguard Capital Management (VCM) Investment Stewardship. Cross, a veteran Vanguard leader who currently heads Vanguard’s Investment Stewardship Americas team, will lead Vanguard Portfolio Management (VPM) Investment Stewardship.
Configuring the two teams to focus on distinct portfolios will serve as another step in Vanguard’s continued work to diversify perspectives in the proxy voting ecosystem. The new teams will begin operations in the first quarter of 2026, and will be responsible for proxy voting and related activities on behalf of their respectively aligned VCM and VPM funds.
“Glenn and Carolyn bring exceptional leadership and deep governance expertise to their new roles,” said Vanguard General Counsel Tonya Robinson. “They will ensure the funds overseen by each advisor continue to benefit from a focus on corporate governance practices associated with long-term investment returns for fund shareholders.”
John Galloway, who currently serves as Vanguard’s global head of Investment Stewardship, will take on a new role as Vanguard’s chief communications officer. Since 2020, Galloway has led the evolution of Vanguard’s stewardship function—including the launch of Vanguard’s Investor Choice program, which enables investors to participate more directly in the proxy voting process, as well as the planned launch of two independent investment stewardship programs. He will continue to oversee the Investor Choice program.
Booraem is a principal at Vanguard and currently leads its Investment Stewardship Research & Policy efforts, having previously led Vanguard’s investment stewardship program for nearly 20 years. Since joining Vanguard in 1989, he has also served in leadership roles within the company’s Finance Division, including as the controller and treasurer for each of the Vanguard funds. Booraem is widely recognized in the industry for his deep corporate governance expertise and experience. He has served as the industry chair of the Raj & Kamla Gupta Governance Institute at Drexel University’s LeBow College of Business and on the board of the National Association of Corporate Directors Philadelphia Chapter. Booraem earned a B.B.A. from Temple University and graduated from the Advanced Management Program at Harvard Business School.
Cross is a principal at Vanguard and has served since 2021 as a member of the Investment Stewardship leadership team, responsible for proxy voting and engagement for portfolio companies located in the Americas. Prior to her current role, she led the investment advice methodology function for the Vanguard Personal Advisor Services business and served as a senior investment analyst in Vanguard’s Portfolio Review Department. Before joining the company in 2012, she was an associate director at Rogerscasey, an investment consulting firm. Cross earned an A.B. from Princeton University and an M.B.A. from The Wharton School of the University of Pennsylvania. She is a CFA charterholder and a member of the CFA Society Philadelphia.
